A good tip if you want to give your eyes a brightening lift is to use a coloured mascara. Go for the colour that matches your eyes. Don't listen to those who say blue can't have blue; when you use deep colours like these they will only enhance, not compete ;)
I added the Extreme Black colour to the photo because I´ve been a fan since its launch, and you also get a fantastic result when you apply black close to the the roots and all the way out, then finish with a colour (while the black is still wet so that they blend a little). This is how you achieve max depth and lots of volume, with the brightening effect from the coloured mascara making your eyes look open and awake. It is really lovely when the light catches the colour too. It is not a massive investment, and most of us use mascara anyway, so give it a try!
